To understand why Google has reclassified sweepstakes casinos as real-money gambling sites, you need to know the major differences between social casinos and sweepstakes gaming sites.
Both platforms offer free-to-play casino-style games like slots, blackjack, roulette, baccarat, poker, crash games, and sometimes live dealer titles. However, the major difference is real prize redemption.

The New Google Ad Reclassification Rule is Only a Part of Its Advertising Framework for the Gaming Sector
