Music promoters and festival organisers could be asked to foot the total cost of policing their events.
Under current legislation, promoters only pay for police officers inside their venues.
But The Association of Chief Police Officers (ACPO) has called for football clubs and "other money-making events" to pay for the policing of events inside and outside venues.
The proposals, which have been put forward to the Home Office, could see a raise in ticket prices.
Festival organiser, Melvin Benn, who is responsible for the Reading and Leeds festivals, said the proposal could set a “very dangerous precedent”.
He told Music Week: "If they target football and live music, then they'd also have to do that across society - and who would pick up the bill for protests and demonstrations?"
