A new bill has been introduced to prevent internet users from distributing music and films before their scheduled release date.
Those prosecuted could face a maximum term of five years in prison or a minimum fine of $2,500 (£1,400). There will be a monetary fine for first time offenders.
The proposed bill, introduced in the US, has been supported by lobbyists from the music and film industry. Downloading music off the internet has contributed towards the decline in music sales.
